How many minutes of work a pack of cigarettes costs, country by country

As of 31 October 2026, at the statutory minimum wage, a pack of Marlboro costs between 236 minutes of work in Tunisia and 29 minutes in Luxembourg, across the 18 countries of our database with a national minimum wage.

The calculation: the price of a pack of 20 Marlboro, divided by the gross hourly minimum wage set by law, times 60. Prices come from our database, minimum wages from each country's official texts, cited at the bottom of the page. Where the law sets only a monthly amount, we turn it into an hourly rate: a year of pay divided by a year of full-time hours (legal weekly hours × 52 weeks).

This figure measures the weight of tobacco in a small budget, not a bargain. A high number of minutes reflects high taxes, a low minimum wage, or both; higher prices remain one of the best-documented ways to reduce smoking. If you want to stop, our quit smoking guide reviews the methods and how well they work.

Countries without a national minimum wage

Italy, Austria, and Switzerland have no minimum wage set by law for the whole country. We do not give them a substitute figure: a collective-agreement minimum or an average would not compare with the other rows.

Italy No statutory minimum wage: minimum pay is set by the national collective agreements of each sector. Eurostat, Minimum wage statistics
Austria No statutory minimum wage: minimum pay is set by the collective agreements (Kollektivverträge) of each sector. Eurostat, Minimum wage statistics
Switzerland No national minimum wage: a few cantons (Geneva, Neuchâtel, Jura, Ticino, Basel-Stadt) set their own. Eurostat, Minimum wage statistics
