In 1991, Morocco passed a law banning tobacco advertising on television. This measure, pioneering for the region, aimed to limit public exposure—particularly that of young people—to manufacturers' promotional messaging, reflecting a growing awareness of the health effects of smoking.
In 2005, Morocco began privatising the Régie des Tabacs, the state-owned company historically responsible for tobacco manufacturing and distribution. This withdrawal of the state opened the sector to private operators and deeply restructured the national tobacco market.
