Andorra is part of neither the EU nor the EEA. It applies its own very low indirect taxes on tobacco (IGI, Impost General Indirecte, the local VAT equivalent, at 4.5%). Excise duties are set by the Andorran government at levels far below neighbouring countries.

🏛️ Key legislative milestones
In 2008, Andorra banned smoking in enclosed workplaces, a first step toward tobacco regulation in this micro-state known for its low taxation. For a principality whose economy partly relies on selling tobacco to cross-border shoppers, the measure marked a turning point between commercial interests and protecting employees' health.
In 2014, Andorra strengthened its ban on smoking in public places, expanding the spaces covered and gradually harmonizing its legislation with neighboring European standards. Although the principality is not a member of the European Union, this evolution reflected a desire to align its health rules with those of surrounding France and Spain.
In 2019, Law 16/2019 of 15 February made the government set a minimum retail price for each brand, published in the BOPA. Selling below it is banned (fine of €6,001 to €60,000), and a new price is only approved if it does not widen the gap with Spain. The first list took effect on 23 October 2019, with Marlboro at €3.645.
