Cigarette prices in Andorra in 2026: prices by brand, the gap with France and Spain, and what you can bring back
By Bryan Schmitt · Published on November 4, 2026

Andorra remains the best-known destination for French and Spanish smokers. In November 2026, a pack of 20 Marlboro costs €4.85 there, against €13.50 in France and €6.25 in Spain. It is almost three times cheaper than in France.
This price is not free: since 2019, the Andorran government has set a minimum price for each brand, published in the principality's official gazette (BOPA). Here are the official 2026 prices, how they are set, and what you are allowed to bring back to France and Spain.
A minimum price set by the government
Andorran law no. 16/2019 of 15 February 2019 requires the government to set, brand by brand, a minimum retail price, taxes included. Selling below it is forbidden, including through a promotion or a gift, and so is selling a product whose price has not been published in the BOPA (article 4). The retailer faces a fine of €6,001 to €60,000, confiscation of the products and even closure of the shop (articles 8 and 9). This system has applied since 23 October 2019, and price changes are published by decree, almost every week.
The law sets no maximum price, but shops generally stick to the minimum. Marlboro has thus cost €48.45 a carton of 10 packs since decree 10/2026, which came into force on 22 January 2026.
| Brand (pack of 20) | Andorra | France | Spain |
|---|---|---|---|
| Marlboro | €4.85 | €13.50 | €6.25 |
| Philip Morris | €4.85 | €13.00 | €6.10 |
| Chesterfield | €4.65 | €13.00 | €6.10 |
| Camel | €4.60 | €13.00 | €6.10 |
| Winston | €4.40 | €13.00 | €6.00 |
| Gauloises Blondes | €4.40 | €13.00 | €5.85 |
Why tobacco is cheaper in Andorra
Andorra is not a member of the European Union: it does not apply the tobacco excise directive, which requires the 27 member states to levy at least €90 of tax per 1,000 cigarettes (our article on the directive). Its 2019 law nevertheless frames the gap with its neighbours: under article 3, a new minimum price is only approved if it maintains or reduces the initial gap with the cheapest neighbouring EU country, that is, Spain. When the Spanish price rises, the Andorran price follows.
A 33% rise since 2020, and a gap with France that keeps growing
On 1 July 2020, Marlboro cost €3.65 in Andorra (minimum price from the first list, published in October 2019), €5.00 in Spain and €10.00 in France. In 2026, it costs €4.85 in Andorra (+33%), €6.25 in Spain (+25%) and €13.50 in France (+35%). With Spain, the gap stays at about €1.40 per pack. With France, it has grown from €6.35 to over €8.60 per pack, because France raises its prices in euros much faster.

What you can bring back to France and Spain
As Andorra is outside the Union, the allowances for non-EU countries apply, not the indicative threshold of 800 cigarettes that applies between EU countries. In France, every traveller aged 18 or over can bring back 300 cigarettes (one and a half cartons), or 150 cigarillos, or 75 cigars, or 400 g of smoking tobacco. These quantities cannot be combined, but a proportional mix is allowed. The tobacco must be carried by the traveller in person, for personal use, and you must keep the receipt. Above that, customs claim the duties, can impose a fine of up to €750 and confiscate the tobacco, and even the vehicle.
In Spain, customs apply the same quantities (300 cigarettes, 150 cigarillos, 75 cigars or 400 g of tobacco), from the age of 17. Anything above the allowance must be declared to customs, at the red channel. The detailed rules for other countries are in our customs guide.
On 300 Marlboro, or 15 packs, the saving is €129.83 compared with French prices (€202.50 in France, €72.68 in Andorra), but only about €21 compared with Spanish prices. Rolling tobacco follows the same logic: 30 g of Golden Virginia costs about €6.31 in Andorra, against €19.01 in France (rolling tobacco comparison).
Cheaper relative to wages too
At the 2026 hourly minimum wage (€9.05 in Andorra since 1 July, €12.31 in France), it takes 32 minutes of work to pay for a pack of Marlboro in Andorra, against 66 minutes in France and 46 in Spain. Our minutes of work index makes the same comparison for every country we track.
Price remains one of the best-documented levers against smoking (our analysis), and the saving from buying in Andorra changes nothing about the health risks. To quit, our quit smoking section lists the methods that work, and in France, Tabac Info Service answers on 39 89.
