Rolling tobacco: where is it cheapest in Europe in 2026?
By Bryan Schmitt · Published on November 2, 2026

In November 2026, a 30 g pouch of Golden Virginia rolling tobacco costs €6.80 in Spain, €19.01 in France and more than €36 in the United Kingdom. The product is the same; what changes is mostly the tax: each country sets its own duty per kilo and on the price.
To compare, we follow a single brand, Golden Virginia, sold in every country of the table, in the size closest to 30 g, then brought to 30 g. Seven prices come from an official list (official journal, customs or monopoly), five from a shop survey in countries that publish none. The details, with each source, are on our page of rolling tobacco prices by country.
The November 2026 ranking
Among the 11 countries compared, rolling tobacco is cheapest in Andorra: €10.52 for 50 g, or €6.31 per 30 g. This is a minimum price set by decree of the Andorran government in April 2026; a shop may charge more. Next come Spain, at €6.80 for a 30 g pouch according to the list of the Tobacco Market Commissioner published in the BOE, Hungary (2,690 forints, about €7.34) and Luxembourg, at €7.68 per 30 g.

| Andorra | 6.31 € |
|---|---|
| Spain | 6.80 € |
| Hungary | 7.34 € |
| Luxembourg | 7.68 € |
| Austria | 8.10 € |
| Italy | 8.30 € |
| Poland | 10.35 € |
| Belgium | 12.60 € |
| Germany | 13.20 € |
| France | 19.01 € |
| United Kingdom | 36.05 € |
At the other end is the United Kingdom: £30.55 for a 30 g pouch at Tesco, about €36.05, after the duty increase of 1 October 2026. France follows with €25.35 for a 40 g pack, or €19.01 per 30 g, then Germany (€13.20) and Belgium (€12.60). Between Andorra and the United Kingdom, the price is multiplied by 5.7.
On France's borders, gaps of €6 to €13
Among the EU countries compared, France sells the most expensive rolling tobacco. Its six neighbours that we track all sell it for less, from €5.81 less in Germany to €12.70 less in Andorra, for 30 g.
| Neighbouring country | 30 g of Golden Virginia | Gap with France |
|---|---|---|
| Andorra | €6.31 | -€12.70 |
| Spain | €6.80 | -€12.21 |
| Luxembourg | €7.68 | -€11.33 |
| Italy | €8.30 | -€10.71 |
| Belgium | €12.60 | -€6.41 |
| Germany | €13.20 | -€5.81 |
The question also arises in Germany: 30 g costs €13.20 there, against €10.35 in Poland, €8.10 in Austria and €7.68 in Luxembourg. For Belgium, at €12.60, neighbouring Luxembourg is €4.92 cheaper.
Rolling is not always cheaper than a pack
A 30 g pouch makes more cigarettes than a pack of 20, but its price, compared with a pack of Marlboro in the same country, varies widely:
- Poland: €10.35 per 30 g, 1.55 times the Marlboro pack (€6.67).
- France: €19.01, 1.4 times the pack (€13.50). Same ratio in Germany (€13.20 against €9.40).
- Luxembourg: €7.68, the same as the pack (€7.70).
- Hungary: €7.34, less than the pack (€8.05). Same in Belgium (€12.60 against €13.00).
The cost per cigarette depends on how much tobacco goes into each one: our comparison of rolling tobacco and packs explains this calculation. In the European Union, the minimum excise duty on rolling tobacco is €60 per kilo or 50% of the average retail price, according to the European Commission. On the basis of €60 per kilo, that is €1.80 of tax for 30 g.
How much can you bring into France?
From another EU country, a traveller may bring into France tobacco bought for their own consumption and carried by themselves. The indicative guideline is 1 kg of smoking tobacco, along with 800 cigarettes: above that, customs may consider the purchase commercial. From Andorra, which is not in the EU, the limit is strict: 400 g of rolling tobacco per person aged 18 or over, or 300 cigarettes, not combined. From another non-EU country, it is 250 g. Exceeding these limits can lead to seizure, duties and a fine of up to €750. Our guide to buying tobacco abroad details these rules.

- Poland: excise duty rises from 338.18 to 412.58 zł per kilo on 1 January 2027, under the law of 18 October 2024.
