💰 Tax regime
Cigarettes bear a specific excise plus an ad valorem excise on the retail price, topped by 17% VAT; total taxes represent roughly 68% of the retail price of the most-sold brand (WHO, 2020). Since 1 January 2025 the minimum excise is €144.50 per 1,000 cigarettes, and the official weighted average price used for 2026 is €312.21 per 1,000 (about €6.24 per 20-pack).
📈 Price policy
Luxembourg deliberately keeps tobacco far cheaper than France or Belgium, applying moderate annual excise adjustments (about 2.5–2.7% per year over the last decade) rather than shock increases. On 1 January 2025 the minimum excise rose by €8.40 per 1,000 (lifting the cheapest 20-pack from €5.20 to €5.50), and on 1 January 2026 the specific excise rose by €0.30 per 20-pack.
🏛️ Key legislative milestones
The Law of 11 August 2006 introduced the first restrictions on smoking in restaurants and public places.
The smoking ban was extended to bars and cafés (law of 18 July 2013, effective 1 January 2014).
Cigarette sales reached €1.447 billion in 2021 (€752 million in excise revenue), largely driven by cross-border shoppers from France, Belgium and Germany.
On 1 January the minimum excise was raised to €144.50 per 1,000 cigarettes (+€8.40), lifting the cheapest 20-pack from €5.20 to €5.50.
On 1 January the specific excise increased by €0.30 per 20-pack; the Fondation Cancer criticised Luxembourg as the "tobacco retailer of Europe".
