⚠️ Customs Rules and Transport Limits

🌍 Overview

Hungary is no longer the cheap option it used to be for its Austrian neighbours: since 29 October 2026, just ahead of the excise increase of 1 November, a pack of Marlboro costs 2,950 forints, about €8.05 at the European Central Bank rate of 30 October 2026, more than in Austria (€7.00). Manufacturers set their prices, but each one is registered and published by the SZTFH regulator, and since July 2013 tobacco is sold only in state-licensed shops, the "Nemzeti Dohánybolt". In forints, Marlboro has risen almost 2.5-fold since 2017 (1,190 forints), driven by repeated excise increases. All prices on this page come from the official SZTFH list, with no estimates.

📋 Tobacco Regulation & Policy

💰 Tax regime

Cigarettes carry a mixed excise: since 1 November 2026, 36,720 forints per 1,000 cigarettes plus 24% of the retail price, with a minimum of 59,800 forints (Act L of 2026), plus 27% VAT, the highest rate in the European Union. On a pack of Marlboro at 2,950 forints, taxes make up about 70% of the price, by our calculation. Manufacturers set their prices, but every price must be registered with the SZTFH regulator, which publishes it before it takes effect. Rises mostly follow excise increases passed by Parliament, and the excise is also indexed every 1 January to the previous July's inflation (+1.2% on 1 January 2027).
