Cigarette Prices in Turkey (2026)
⚠️ Customs Rules and Transport Limits
When entering Turkey, travellers aged 18 or over may bring up to 600 cigarettes duty-free, each tobacco product having its own limit (100 cigarillos, 50 cigars, 250 g of rolling tobacco). At land borders the allowance can only be used 10 times a month. Coming back into the European Union, travellers arriving by air may bring 200 cigarettes in most countries, as in the United Kingdom. The limit drops to 40 for arrivals by land or sea in several countries, including Turkey's neighbours Bulgaria and Greece, and for all travellers in Estonia and Romania.

💰 Tax regime
Turkey taxes cigarettes through a mixed special consumption tax (ÖTV). Since 3 July 2026 (Presidential Decision No. 11489), it combines an ad valorem part of 42% of the retail price, a fixed amount of 23.74 lira per pack and a minimum levy of 2.2953 lira per cigarette. VAT of 20% comes on top, i.e. 16.67% of the final price. Since 2025 the ad valorem rate has been falling (50% until October 2025, then 45%) while the fixed amount has been rising (12.15 lira per pack before October 2025). According to the WHO, taxes made up 81.5% of the price of the best-selling pack in 2024.
📈 Price policy
The Turkish state does not set prices: each manufacturer (Philip Morris, JTI, BAT, Imperial) announces its own increases, usually a few days apart, and the new prices are relayed by the tobacco retailers' association (TBYD). With inflation at 31.5% year on year in August 2026 (TÜİK), increases are frequent: in 2026, Marlboro went to 110 lira in February, 115 in June and 125 in August. The fixed ÖTV amounts are normally revalued every January and July in line with producer prices, but that revaluation was suspended from July to December 2026. In euros, the lira's slide absorbs most of these increases.
🏛️ Key legislative milestones
In 1996, Law No. 4207 banned all tobacco advertising and sales to under-18s, as well as smoking in health, education and cultural establishments, indoor sports halls and public transport.
In 2004, Turkey signed (28 April) and then ratified (31 December) the WHO Framework Convention on Tobacco Control.
In 2008, Law No. 5727 extended the smoking ban to all enclosed public places from 19 May 2008, then to restaurants, cafés, bars and tea houses from 19 July 2009.
In 2012, pictorial health warnings became mandatory on at least 65% of both main sides of the pack (Law No. 6354).
In December 2018, Law No. 7151 introduced plain packaging and raised warnings to 85% of the pack's sides. Since 5 January 2020 only standardised packs may be sold, and the implementing regulation also bans characterising flavours, menthol included.
In February 2020, a presidential decision banned imports of e-cigarettes, their liquids and heated tobacco products. According to the WHO, the sale of e-cigarettes is banned in practice.
In September 2026, a draft law prepared by the Ministry of Health was presented in the press: a lifetime tobacco ban for people born after 1 January 2015, a smoking ban on restaurant terraces, a health tax on packs and an end to tobacco sales in 2040. As of 28 September 2026, the text had not been submitted to Parliament.
