Poland applies a mixed excise on cigarettes: a specific component (276 zł per 1,000 sticks in 2024, raised to 345 zł from 1 March 2025 and 414 zł from 1 January 2026, with 476.10 zł legislated for 2027) plus an ad valorem component of 32.05% of the maximum retail price, on top of 23% VAT. Combined taxes account for roughly 80% of the retail pack price.
📈 Price policy
Under the amended multi-year excise roadmap (the 'mapa akcyzowa', originally running 2022-2027 with about 10% annual rises), the government legislated accelerated hikes: +25% on the specific excise from March 2025, +20% from January 2026 and +15% in 2027. The Ministry of Finance estimates average pack prices of 20.82 zł in 2025, 23.85 zł in 2026 and about 26.5 zł in 2027.
🏛️ Key legislative milestones
In 2004, Poland joined the European Union and began aligning its cigarette excise with EU minimum levels, using a transition period to raise duties gradually toward the required thresholds.
In November 2010, a public smoking ban took effect, prohibiting smoking in bars, restaurants, public transport and workplaces.
In 2022, Poland launched a multi-year excise roadmap known as the 'mapa akcyzowa', scheduling annual cigarette excise increases of about 10% through 2027 to provide predictable tax rises.
On 1 March 2025, a record excise hike raised the specific rate by 25%, from 276 to 345 zł per 1,000 cigarettes; the Ministry of Finance estimated that the average pack price would climb to about 20.82 zł.
On 1 January 2026, a further 20% increase lifted the specific excise to 414 zł per 1,000 cigarettes, and the official weighted average retail price was set at 20.63 zł per pack.
