Cigarette Prices in Italy (2026)

In 2005, the Sirchia Law introduced a complete ban on smoking in all enclosed public spaces, including bars and restaurants. Italy thus became one of the first European countries to adopt such a strict measure, paving the way for comparable legislation across the continent and marking a turning point for public health.

In 2010, the bans were extended to vehicles carrying children, aiming to protect the youngest from passive smoking in confined spaces. This measure reflects a growing awareness of the effects of secondhand smoke on the health of children, who are particularly vulnerable.

In 2016, a smoking ban was introduced in playgrounds and parks, extending restrictions to outdoor spaces frequented by families. This development reflects a desire to reduce children's exposure to smoke and to promote healthier public environments.

In 2020, the ban was extended to beaches and public parks in certain regions, illustrating a local and gradual approach to outdoor restrictions. These regional measures aim to protect users' health while limiting cigarette butts, a source of environmental pollution.

In 2023, a debate began on introducing plain packaging, a standardized pack stripped of branding elements intended to reduce the appeal of tobacco products. This discussion is part of a broader European trend aimed at strengthening prevention and discouraging people from taking up smoking.

On 30 December 2025, Budget Law No. 199 scheduled three increases in the excise duty on cigarettes: the fixed part rises to €32 per 1,000 cigarettes in 2026, €35.50 in 2027 and €38.50 in 2028. According to the government's technical report, a pack would cost about 15 cents more in 2026, 25 cents more in 2027 and 40 cents more from 2028, compared with 2025 prices.

On 28 October 2026, the Council of Ministers approves the 2027 draft budget, which according to the ANSA news agency brings forward to 1 July 2027 the excise rise planned for 2028: the fixed part would reach €38.50 per 1,000 cigarettes six months early, after the €35.50 step of 1 January 2027. Parliament must pass the bill before 31 December 2026.
