💰 Tax regime
Cigarettes carry a mixed excise — as of April 2022, €73 per 1,000 cigarettes plus 33% of the retail price under the Tabaksteuergesetz 2022 — on top of 20% VAT, bringing the total tax share to roughly 75% of the retail price. Tobacco may only be sold at fixed nationwide prices through licensed "Trafik" monopoly retailers.
📈 Price policy
The TabStG 2022 legislated multi-year tobacco-tax steps for 2022–2026, and the 2025 budget package added further stepped increases from February 2026 plus a new nicotine tax on e-liquids and pouches from April 2026. Manufacturers pass these through in annual January–April price waves of about €0.10–0.40 per pack.
🏛️ Key legislative milestones
In 2019, Austria raised the minimum age for buying and smoking tobacco from 16 to 18 nationwide on 1 January, and introduced a complete smoking ban in bars and restaurants from 1 November 2019, making it one of the last Western European countries to do so.
In 2021, Japan Tobacco International phased out most variants of Memphis, the long-time market-leading Austrian cigarette brand, migrating them to Camel and Winston.
In 2022, the Tabaksteuergesetz 2022 introduced multi-year stepped tax increases — from April 2022, €73 per 1,000 cigarettes plus 33% of the retail price — and a pack of Marlboro reached €6.00.
In 2025, a budget consolidation package extended and raised tobacco taxes and extended taxation to e-liquids and nicotine pouches, with the new nicotine tax due to take effect on 1 April 2026.
In 2026, the new tax step was passed through from January and February, and a pack of Marlboro reached €7.00 for the first time.
