💰 Tax regime
Cigarettes carry Tobacco Products Tax (a specific excise per 1,000 cigarettes plus an ad valorem component based on the retail price) as well as 23% VAT. Combined taxes account for roughly 80% of the retail price of a pack, among the highest burdens in the EU.
📈 Price policy
Ireland raises tobacco excise in almost every annual Budget as a stated public-health lever: a +50c per-pack rise was standard from 2016 to 2022, +75c in Budget 2024 (October 2023), +€1 in Budget 2025 (October 2024) bringing the most-popular price category to €18.05, and +50c in Budget 2026 (October 2025) bringing it to €18.95. A new 50c-per-ml e-liquid vape tax also applies from November 2025.
🏛️ Key legislative milestones
In March 2004, Ireland became the first country in the world to introduce a nationwide ban on smoking in the workplace, including pubs and restaurants. This pioneering measure inspired similar bans across Europe and made enclosed public spaces smoke-free.
In July 2009, Ireland banned the point-of-sale display and advertising of tobacco products in shops. Retailers had to keep cigarettes out of sight, removing a key channel of brand promotion.
In 2013, Ireland adopted the Tobacco Free Ireland policy, setting the target of reducing smoking prevalence to under 5% by 2025. It established a long-term framework combining taxation, regulation and support for quitting.
Ireland's plain (standardised) packaging law commenced in September 2017 and came fully into force in September 2018. Branding, logos and distinctive colours were removed from cigarette packs, which instead display standardised designs and health warnings.
In Budget 2026 (October 2025), a 50c hike took the most-popular price category to €18.95. A new vape e-liquid tax of 50c per ml also started in November 2025.
