📋 Tobacco Regulation & Policy
💰 Tax regime
Cigarettes carry a specific tax of 11.832 centimes per cigarette plus a 25% ad valorem tax on the retail price (minimum 21.210 centimes per cigarette), on top of 8.1% VAT. The tobacco tax alone represents about 50% of the price of a ~9.40 CHF pack (roughly 57-58% including VAT), one of the lowest tax shares in Europe.
📈 Price policy
The last federal tobacco tax increase took effect on 1 April 2013, as the Federal Council has exhausted its legal margin under the Tobacco Tax Act. Since 2023, price rises have been manufacturer-driven: Marlboro went from 9.00 to 9.20, then 9.40 and 9.70 CHF between 2023 and 2026, roughly 20 to 30 centimes once a year.
🏛️ Key legislative milestones

The new Tobacco Products Act (TabPG) comes into force on 1 October 2024: a nationwide minimum sales age of 18 and uniform advertising restrictions.
A new tax on e-cigarette liquids and adjusted taxation of alternative nicotine products come into force on 1 January 2025.
