Tobacco prices in France on 1 November 2026: what changes, brand by brand

A new tobacco price list takes effect on 1 November 2026 in mainland France (Corsica has its own prices). Set by an order of 29 September 2026, it binds every licensed tobacconist, since the State approves the price of each pack. We compared it line by line with the 1 September list, published in the same way by customs (DGDDI).

Of 441 cigarette products, 417 keep their price, almost 95%. The other 24 lines split into 14 new products, 8 price cuts and 2 increases. November 2026 is therefore a quiet month, like June and September before it (our tracker of 2026 prices).

95%
of cigarette products keep their price on 1 November 2026 in France (417 of 441, official customs list).

Most major brands are at €13. Marlboro, Davidoff, Vogue and American Spirit are at €13.50, Dunhill at €14 and Gitanes, the most expensive, at €14.60. The prices on our brand pages for France therefore stay the same.

Only two increases, including soft-pack Marlboro

The most visible increase is for Marlboro Red in a soft pack, which goes from €13.50 to €14 (+3.7%). The hard pack stays at €13.50: the two versions, until now at the same price, are now 50 cents apart. The other increase is discreet: Maya Green Spirit Paper Filter goes from €11 to €11.20. In rolling tobacco, two 30 g pouches (Austin Red and Maya 100 % Tabac) go from €15.60 to €16.

More low-priced packs

The new products target the entry level. JTI adds five “No.1” products at €10.50 (Camel Bleu, Camel Shift Fresh, LD Rouge and two Winston Vert Fresh) and two Winston No.1 in packs of 25 at €13.15. Pall Mall is back in cigarettes, with three products at €11.20: the brand had sold only rolling tobacco in France since the September 2019 list. Bravo also arrives, at €11.20 and €11.50, along with Esse Bleu, at €11.90.

The price cuts go the same way: News Instant Rouge goes from €11.50 to €11.20, as does Royale Fresh Ssl (which replaces Royale Evolved Fusion Ssl), and three Elixyr and Maya products lose 10 cents. In total, 32 products in packs of 20 are at €10.50, the lowest price on the list, against 27 in September, and 127 cost €11.20 or less, against 114.

And on 1 January 2027?

The 1 January list usually appears in mid-December. It will reflect the automatic indexation of the tax (article L. 314-24 of the French code of taxes on goods and services), which we estimate at about 2%, or 3 cents per pack; the final price then depends on manufacturers. The freeze on this indexation, voted by MPs, disappeared with the rejection of the Social Security budget on 23 October 2026, and the Senate examines the government's text from 9 November (our tracker). The European picture is in our article on prices on 1 January 2027.

France compared with its neighbours

Even unchanged, French prices remain among the highest in Europe. In 2026, a pack of Marlboro costs €13.50 in France, €13 in Belgium, €9.40 in Germany, €7.70 in Luxembourg, €6.80 in Italy, €6.25 in Spain and €4.85 in Andorra. The cheapest French pack, at €10.50, costs more than German Marlboro.
