In 2000, a pack of Marlboro cost €3.20 in France. In 2026, it tops €13. That trajectory is nothing unusual: across Europe, tobacco prices have surged dramatically over 25 years. But the rise has been very uneven from one country to the next. Here's the overview.
A general rise, but at different speeds
Over 2000-2026, the price of a pack has broadly been multiplied by 3 to 4 across Western Europe. A few orders of magnitude, for a reference pack:
- France: from about €3.20 to more than €13 (≈ ×4).

Why the surge? Taxation above all
The main driver isn't the cost of tobacco itself, but taxation. In most European countries, taxes (excise + VAT) make up 70 to 80% of a pack's price. When a government raises excise duty for public-health — or budget — reasons, the retail price mechanically follows.
The increase has often been deliberate and pre-planned: several countries adopted multi-year tax trajectories explicitly designed to discourage consumption through price.

The most expensive countries (United Kingdom, Ireland, France) are well above €12, while several Eastern European and Mediterranean markets remain clearly below.
